He was born Jan 22, 1920 in Centralia, Washington to George & Martha (Raschke) Russell.
Richard was retired Civil Engineer with the Army Ciorps of Engineers and was a Veteran.
Survivors include his wife: Norma Jean (Elder) Russell, Lake City, Fl.
Son: David L. Russell; Daughter: Christine M. Martin; Step Son: Richard Paul Morton; 2 Brothers Frank & George Russell; 3 Sisters: June Hopkins, Virginia Normann, & Barbara Brocket.
Private Burial will be in Evergreen Cemetery, Louisville, KY.
Cremation was chosen by Russell and his wishes were, No Services be held.
