Obituary

Charles Henry “Charlie” Howell, 67, of Tifton died Thursday, January 31, 2008 at his residence. Funeral services will be held at 10:30 a.m. on Monday, February 4, 2008, at Tifton’s First Presbyterian Church. Dr. Bill Christman will officiate with burial to follow in Oak Ridge Cemetery. Pallbearers will be Jim Brooks, Elmo Richardson, Jimmy Roberts, Jim Hedges, John Wolfenbarger and Joe Lewis. Honorary pallbearers will be Paul Johnson, Roosevelt Russell, Dave Hetzel and Dick Chalfant. The family will receive friends on Sunday, February 3, 2008, from 5:00 to 7:00 p.m. in the Chapel of Bowen-Donaldson Home for Funerals.

Mr. Howell was born on October 20, 1940 in Jacksonville, Florida and was the son of P. H. Howell, deceased, and Iris J. Hutchins of Tifton. He graduated from the University of Georgia, where he played football and ran track. He was a member of Alpha Tau Omega fraternity.

Mr. Howell was a public servant for 41 years. He retired in 2006, after serving as City Manager of Tifton from 1996 to 2006. He formed Charles Howell and Associates and worked as a consultant for the City of Ashburn. Before coming to Tifton, he was City Manager of Lake City, Florida; Chief Administrator for the City of Macon; and spent fifteen years as the Executive Director of the Middle Georgia Area Planning and Development Association.

Mr. Howell was inducted into the Georgia Municipal Association Hall of Fame in 2004; a 40-year member of International City Management; past president of the National Association of Development Organizations; past president of Georgia City-County Management Association; a charter member of the D. D. Golf Association; and a 20-year member of the Georgia High School Football Officials. Mr. Howell was a member of the Tifton-Tift County Chamber of Commerce and the Rotary Club of Tifton. He also served as an elder of Tifton’s First Presbyterian Church.

In addition to his mother, Mr. Howell is survived by his wife, Pamela Bell Howell of Tifton; his daughter, Holly Howell-Bond of Decatur; his son, Charles E. Howell of Tifton; two sisters, Judy Parris of Lafayette and Rose Ann Howell of Manchester, Tennessee; four grandchildren, Kelsea Bond and Charlie Bond, both of Decatur, and Hannah Howell and Hattie Howell, both of Tifton; and several nieces and nephews.
