Thomas E. Sweeney, 82, a renowned Lowell City Solicitor, passed away peacefully with his family by his side on Wednesday, September 16, 2026, after a courageous battle with cancer. He was lovingly cared for at home and, more recently, in a hospice setting.
Born in Lowell on September 22, 1943, he was the son of the late Dr. Joseph D. Sweeney and the late Helen M. (Callahan) Sweeney. Tom loved being raised in the "Grove" section of the city, where he made lifetime friends from Quealey's Market corner, and he was extremely proud of his Irish heritage.
Tom was a steadfast parishioner of the former Sacred Heart Parish. There he participated in the parish's first band and its first Boy Scout troop. He also served as head acolyte and passed down the traditions of the altar to many younger acolytes. The Latin Mass remained in his heart his entire life, and on any given occasion he would recite his favorite prayers in Latin.
He completed grammar school at Sacred Heart and graduated from Keith Academy in 1961. Tom then pursued a B.S. degree at Boston College, graduating in 1965, where he belonged to the professional business fraternity Alpha Kappa Psi. He substitute taught at Lowell High School before entering Suffolk University Law School in Boston. He received his Juris Doctorate in 1969 and was sworn into practice before the Massachusetts Bar that same year, and he was invited to become a member of the prestigious Law Review.
In 1970, Tom was appointed Assistant City Solicitor for the City of Lowell, a role he held until 1987, when he became Lowell's City Solicitor. In those years, city solicitors and their assistants were permitted to maintain an outside law practice. Over a career spanning more than forty years, Tom was associated with many prominent Lowell lawyers, establishing his first private practice with the late Atty. Daniel P. Leahy and the late Atty. Kenneth Brophy. His last private practice in law was with Atty. George C. Eliades, Jr. and Atty. Brian P. Barry. He considered working with George as the most fulfilling experience of his practice. He greatly admired George as an individual and as a skilled practitioner in the commercial law area.
In 2000, Tom was appointed the first full-time Lowell City Solicitor, a position he held until his retirement in 2003. During his tenure he argued many notable cases on behalf of the city, and practiced at all courts in the Commonwealth of Massachusetts including all federal courts in the district, and he was one of the few attorneys to successfully argue a case before an en banc court. Among the many accomplishments of his more than thirty years of service to the city, the Tsongas Arena and the Edward A. LeLacheur Park stood out. Tom always gave credit to his staff for their part in his success, and he felt he was very fortunate to serve the people of Lowell for as long as he did and took pride in working cohesively with nine city managers.
He will be remembered for his strong legal ethics and for feisty arguments balanced by a quick wit and a ready sense of humor. No one could challenge Tom's knowledge of the City of Lowell charter. His passion for the law was boundless, and he never shied away from a legal challenge, which is why his colleagues revered him as a legal statesman. Yet his sociability, generosity and loyalty abounded well outside the courtroom. Those fortunate enough to run into Tom at a downtown coffee shop were always blessed with his storytelling, and with the impersonations he delivered so perfectly that they could fill a room with laughter.
Tom often recalled the summers spent at Hampton Beach with family and friends, and his love for the ocean never left him. Later in life he enjoyed the beach life in York, Maine, during his retirement with his beloved partner, Linda, and together they shared many adventures along the Maine coast, in Florida and on Martha's Vineyard. He will be missed on the Vandenberg Esplanade in Lowell and on Long Sands Beach in York, where he completed his daily three-mile walks. An avid reader, his bookshelves abound with biographies and true crime. A Boston College football season ticket holder, his cheers, and his rants about the coaching, will be sorely missed.
The true highlight of Tom's life was his family. His three children, Keith, Marla and Todd, and his two grandchildren, Jack and Anna, made his life complete. His pride in Jack and Anna could be seen every time he watched them perform in their various sports or heard of their achievements in school.
Tom is survived by his three children, Keith Sweeney of Lowell, Marla Sweeney of Nashua, NH, and Todd Sweeney of Amherst, NH; his two grandchildren, Jack and Anna, both of Amherst, NH; and Linda Diefendorf of Maine, his devoted partner of over twenty-five years. He also leaves his brother, Joseph D. Sweeney, and his wife, Paula (Deignan) Sweeney, of Dracut; his sister-in-law, Marie (Kirwin) Sweeney of Tewksbury; and several nieces, nephews, grandnieces, grandnephews, cousins and dear friends.
In addition to his parents, Tom was predeceased by his sister, Miriam A. (Sweeney) Murphy, and her husband, Hugh F. Murphy, of Tampa, FL; Dr. William E. Sweeney of Tewksbury, his brother, George L. Sweeney, and his wife, Marvalee (Kalima) Sweeney, of Maui, HI; and his sister, Helen "Cathy" Sweeney, of Andover; his dear friends and in-laws, Kenneth Matuck and his wife Laurette of Tyngsboro and Don Matuck of Lowell.

Relatives and friends are respectfully invited to attend visiting hours on Wednesday, September 30, 2026, from 9 a.m. to 12 p.m. at The Parish of Saint Rita, 158 Mammoth Road, Lowell, MA 01854. His Funeral Mass will be celebrated immediately following, at 12 p.m., in the church. A procession will follow, passing by Dr. Joseph D. Sweeney Park enroute to St. Patrick Cemetery for committal prayers and burial.
