Survived by children, Jason (Natalie), Jacinta, Joseph, and Jesse; grandchildren, Jacob, Jaycie, Evelyn, Kennedy, and John David; parents, Kirby & Ceil Scroggins; brothers, Kevin Scroggins, David (Basia) Scroggins, Donn (Christine) Scroggins; other family and friends. Kelly was an avid Vikings fan. She had a heart of gold and would do anything for anyone. She will be deeply missed by all those who loved her. Time of Gathering Thursday (December 12, 2019) from 4:00 PM – 6:30 PM at SANDBERG FUNERAL HOME, 2593 E. 7th Ave., North St. Paul. In lieu of flowers, memorials preferred.
