
SALEM, MA – Joyce A. (Ouellette) Harvey passed away peacefully at home on Wednesday, November 19, 2025. Born in Beverly, she was the daughter of the late Henry E. and Alona F. (Benoit) Ouellette. A lifelong resident of Salem, Joyce graduated from Salem High School then embarked on her life of entrepreneurship and service. Whether it was running pet shops or selling antiques, Joyce’s hard work, determination and caring were their hallmarks. Joyce’s service to others within and outside her family spanned decades but reached its pinnacle during her twenty plus years at Hogan Regional Canter and NRS with the developmentally disabled. Joyce’s ability to include others in her joy of life while providing structure, boundaries and inclusion resulted in innumerable successes for this population.
Joyce filled her life with family, friends and fun. An avid car, hiking and snowshoe enthusiast, Joyce used the outdoors as her canvas, initially through photography and drawing but ultimately through gardening. Birds, bees and bunnies were all welcomed into her oases of mindfulness, seasonality and color. Nowhere was her caring and loyalty better exemplified than the relationships she maintained with family and friends. Joyce made sure that regardless of the setting or situation, good times or bad; she loved you. Joyce is survived by a husband, Jon, a daughter, Jennifer and two grandchildren, Kacy and Kaleb Howard.
