Obituary

Marcia Ann Barnard, 67, of Ventura, CA, passed away on the evening of May 31st peacefully in her home. Marcia was born in Lima, Ohio to James E. Williams & Marianne Pettit Williams on November 11th, 1950. She went to high school at Lima Senior High School and graduated in 1969, the summer of Love. Shortly thereafter she had her first son James Beam and worked for the City of Lima after graduating. Marcia moved to California in 1977 with her son. She started working for the US Government in 1985, married Eugene Barnard, and took on two sons, Joseph and James who she raised as her own until her last days. Marcia went on to earn a Bachelor's Degree from the University of LaVerne. Marcia excelled in her career with over 30 years of dedicated service to her country, starting off at the Naval Construction Battalion Center as a Shipment Clerk. Within two years, she was selected into an ‘upward mobility program’ to become a Contract Specialist. As a Contract Specialist with the NAVFAC Contracts Office, Marcia worked on important and innovative projects, such as the Intermediate Scale Measurement System and the first Energy Savings Performance Contracts. In 2000 she joined the newly established Naval Facilities Institute (NFI) as an Instructor for the NAVFAC Specialty Contract courses, and ultimately became the Director, Acquisition Business Management Group at NFI. Marcia was well loved and regarded by her colleagues long after her retirement in December of 2015. In her free time, Marcia enjoyed golfing (even placing 2nd in a golf tournament in 1976), playing cards, especially Euchre and Bridge, and most importantly spending time with family. Actively involved in donating to the local Police and Firefighter organizations, and the Humane Society, Marcia was an animal lover, specifically dogs, having many fury friends over the years who were part of the family. Marcia is survived by her sons, Jim, Joseph (wife Kim) and James (wife Priya) – grandkids, Brandon, Chris, McKinley & Myles (CA) Sister Jean, niece Wendy and nephew Chris (wife Liz) (OH), and many dearly loved family and friends. She is preceded in death by her parents, James E. Williams & Marianne Pettit Williams. In lieu of flowers, memorial donations may be made to the local Humane Society of your choice. A private funeral service for family and close friends will be held on Wednesday June 13th, along with with a public reception to follow at POINSETTIA PAVILION, 3451 Foothill Rd, Ventura, CA 93003, from 1:00pm – 6:00pm. Arrangements are under the care of the JOSEPH P. REARDON FUNERAL HOME & CREMATION SERVICE, 757 E. Main, Ventura.
