Obituary

Louise C. Baxter, 78, of South Boston, Ma., passed away on Saturday April 13, 2024, after a battle with lung cancer and C.O.P.D.

Louise was born July 11, 1945 in Holyoke, Ma., to the late Roy H. Baxter and the late Dorothy I. (Blaikie) Baxter. At her birth, Roy was enlisted in the U.S. Air Force. The family lived in Panama, Guatemala and California. After his retirement they settled in Alton, N.H.Louise remained there until her High School graduation in 1963, when she moved to Boston. She resided in Boston until her death.

Upon moving to Boston, Louise got a job as a nurses aide and put herself through college. After graduating she enlisted with civil service. She worked in South Boston High Schools during the beginning of bussing. She eventually took a job with the State of Massachusetts. She worked as a Welfare Officer for 8 years before transferring to the Department of Transitional Assistance where she worked until her retirement in 2009.

Louises passion in life was her social activism. She volunteered with organizations who fought to improve the lives of the poor, seniors and underserved communities of Boston. Her first position was volunteering as a member of the Tynan School Council. She was involved with the Mass Senior Action Council, the T-Riders Union (A.C.E.), Right to the City, Reclaim Roxbury, Building Pathways, South Boston Against Drugs, the South Boston Artists Association, City Life/Vida Urbana, the Boston Bicyclists Union, the Green Justice Coalition and an investor in the Boston Ujima Project. She volunteered with many other organizations.

Louise is survived by her brother William Baxter and his wife Linda of Farmington, N.H., a nephew John Lucas, and his wife Terri of Rochester, N.H. She is also survived by her nieces Roxanne Raedy, and spouse Re, of Epsom, N.H., Charlotte and Elizabeth Baxter of Rochester, N.H., and Patricia Baxter of Farmington, N.H., as well as several great nieces and nephews, and a great-great nephew.

Services will be held at Caspers Funeral and Cremation Services, 187 Dorchester St., South Boston, M.A. on Saturday, April 20, 2024, from 10 a.m. to 12 p.m., with a graveside service immediately following. A celebration of life will be held at a later date.
