Dr. Baxter was born on October 11, 1937 in Ludowici to the late Carlton Hampton Baxter, Sr. and Fannie Nobles Baxter. He was preceded in death by one sister, Dorothy Flowers.

Dr. Baxter was a passionate educator who sought to innovate instructional methods for students in higher education. He received his Bachelor of Science and Masters in Education degrees from Georgia Southern College. Following this achievement, Dr. Baxter went on to complete his Doctorate in Education degree at the University of Georgia where he used his dissertation as a mechanism to study the effects of computer augmented instruction on student achievement. After an extensive career in education, including nineteen years of service to students studying Computer Information Systems at Georgia Southwestern University in Americus, Georgia, Dr. Baxter retired as professor emeritus. Undoubtedly, he left his mark in the field of education.

Early in his life, Dr. Baxter enjoyed riding motorcycles with a group of close friends. Later in life, he continued to find joy in social opportunities whether it was driving around family land with his sons or playing cards with his cronies. Dr. Baxter was an active member of a daily informal breakfast club, held by a group of senior men, at Burger King in Warner Robins, Georgia.

Dr. Baxter loved his family. But, perhaps, his greatest joy was time spent with his twin sons. Each Sunday he would eagerly await the arrival of both Gary and Cary to his home in Warner Robins. During this cherished time, the three men would recount memories from childhood, share current events, and offer one another advice. They often joked that while advice was offered – it was rarely taken – but they always took the time to ask their Daddy his opinion. This experience continued when Dr. Baxter made his move to Maple Court Senior Center in Tifton and the memory of this experience is one that will be cherished in the hearts of the Baxter Family forever.

Dr. Baxter is survived by his wife, Lennie Johnson Baxter of Tifton; two sons and daughters-in-law, Gary and Tina Baxter of Tifton and Cary and Carol Baxter of Perry; one brother, Carlton Hampton Baxter, Jr. of Lafayette; seven grandchildren and their spouses, Jessica and Gant Graves, Shelley and Luke Gordon, Melissa Baxter, Matthew Baxter, Stephen Baxter, Walter and Lauren Baxter, and Clifton Baxter; and three great-grandchildren, Avera Graves, Jack Graves, and Lily Baxter.
